Safety Equipment Carriage Requirements: Manually Propelled Vessels

The current Code of Federal Regulations (CFR) does not adequately define certain types of vessels in regards to the corresponding exemption requirements for personal flotation devices (PFDs) in Title 33: Part 175 – 175.3, 175.5, and 175.17.

Numerous recreational user groups have requested clarification of the existing CFR in regards to PFD carriage requirements for racing vessels.

At the 90th Meeting of the National Boating Safety Advisory Council (NBSAC) in Watsonville, CA on November 9-12, 2012, the Boating Safety Division (CG-BSX-2) requested NBSAC to provide recommendations and guidance on the issues of lifejacket exemption requirements for stand up paddleboards and other manually propelled vessels. 

NBSAC assigned this task to its Prevention through People Subcommittee.  The Prevention through People Subcommittee consulted with national experts and interested parties.

The Prevention through People Subcommittee will presented a resolution to NBSAC at it's                                       92nd meeting, on November 6-8, 2014 in the Washington DC area.  The public was encouraged                                     to attend and provide comments.
